New Mexican regulations for autotanks carrying hazardous substances

Latin America. The standard on general specifications for the design, construction and testing of autotanks intended for the motor transport of hazardous substances, materials and waste shall enter into force 180 calendar days after its publication in the Official Journal of the Federation.

NOM-020-SCT-2-2022 states that the maximum calculated stress value at any point on the autotank wall must not exceed 25 % of the tensile strength of the design material or the maximum stress stress.

Likewise, it points out that the relevant physical properties of the materials used in each autotank must be established either in a test report of the material manufacturer or by tests according to recognized national standards.

"In any case, the last tensile strength of the material used in the design must not exceed 120% of the minimum resistance to the specified voltage, either by the standards of the ASME Code or by ASTM with which this material was manufactured," states paragraph 5.3.1.2.

Later, at the point of accident damage protections, it indicates that accidental damage protection devices attached to the wall of an autotank must be designed, constructed and distributed in order to maximize the distribution of stresses to the wall and minimize the possibility of affecting product retention and the integrity of the autotank.

"An appropriate rollover protection must include the resulting stresses in combination with the stresses of the autotank and the stresses to the wall and operating to the PTMP and must not be greater than the resistance to breakage of the material, having used a safety factor," he specifies.

It also states that any protection or device must be able to withstand a force of 70,307 kg (155,000 pounds) based on the last strength of the material; from the front, side or rear, evenly distributed over each surface of the device, in an area not exceeding 0.5574 m² (6 ft2) and a width not exceeding 1,829 m (6 ft).

Suspension components and structural mounting elements can be used to provide all or part of this protection. The device must extend to no less than 0.1524 m (6 inches) beyond any of the components that the product in transit may contain.

Existing and in-process standards

The National Association of Manufacturers of Paints and Inks (Anafapyt) recently published a document that contains the advances of regulations of interest to the sector that "allow us to identify, control, reduce and prevent the negative environmental aspects and impacts of our activities, achieving a continuous improvement of performance".

Among them is the NMX-R-116-SCFI-2021, "Commercial Information-Electronic Labeling", which is in force since February 14 of this year.

One day after this, NMX-U-131-SCFI-2020, "Coatings, paints, varnishes and related products – exposure of coatings to artificial aging – exposure to fluorescent UV light lamps", came into force.

To this was added the NOM-011-1-SCT-2-2022, "Specifications for the transport of certain classes of dangerous goods (substances or hazardous materials) packed / packaged in excepted quantities-Specifications for the transport of products for the final consumer, inclusive", in force since last February 28.

For its part, in process is the PROY-NOM- 262- SE-22, "Maximum permissible limits (VOC) of paints and coatings for architectural use".

At the same time, in revision to go out to public consultation appears the PROY-NOM-006-SCT- 2/2022 "Official Mexican Standard for the land transport of hazardous materials and waste, basic aspects for the eye review of the unit destined to the transport of dangerous goods".

Like this, PROY-NOM-002-SCT/2020 "Official Mexican Standard, List of Hazardous Substances and Materials (Dangerous Goods)" is under review with the National Commission for Regulatory Improvement (Conamer) for public consultation.
