Martínez holds a degree in Metallurgical Chemical Engineering from the National Autonomous University of Mexico, a master's and doctorate in Metallurgy from the University of Sheffield in England, and has worked in the private and public sectors as a metallurgical expert. From 1980 to 1994 he was head of the Materials Science Department of the National Institute of Nuclear Research and developed the laboratories of Corrosion, Anticorrosive Coatings and Fracture Mechanics, directing more than 150 specialists, he was also directly responsible for the consulting, inspection and special studies for the Laguna Verde Nuclear Power Plant.
He is currently coordinator of the Anti-Corrosion Unit of this research center created in 2005, as head of the academic body "Corrosion, Prevention and Control", the only academic body consolidated in this technical area.
